For prospective entrepreneurs who want to establish their startup business idea in Estonia and apply for a Permanent Residence Permit at the end of the 5th year or become an Estonian citizen at the end of the 7th year, it is possible to apply for a Temporary Residence Permit Card directly with the committee approval letter.

The entrepreneur, founding team and their families whose startup project has been approved and received an invitation letter valid for 5 years can apply for a Temporary Residence Permit Card or a D-Type National Visa.

*Entrepreneurs cannot apply for both visas at the same time. They must make an appointment at the Estonian Embassy according to their choice and apply for a D-Visa or Temporary Residence Permit Card.

How Does the Process Work?

  1. We prepare a startup project for you or organize your existing project according to the matters the committee pays attention to. (Approval takes approximately 3 months.)
  2. We process e-ID card kit applications for all founders. (After all documents are completed, they must be received from the Estonia Embassy within approximately 45 days.)
  3. We register your company establishment in the Estonian Trade Registry. (About 7 days)
  4. Temporary Residence Permit Card Application (After all documents are completed, the application is made by making an appointment at the Estonia Embassy. It must be received personally from the Embassy within approximately 60 days.)

E-ID Card Kit Fee:
150€ (To be paid with the applicant’s credit card when applying online. This applies to all founders).

Company Incorporation Fee:
265€ (This is the amount paid for the OU company government fee)

Virtual Office Address Fee:
200€ (1 year you get a prestigious office address and mailbox in the center of Tallinn)

Contact Person Fee
200€ (The Estonian government requires the appointment of a local Estonian speaker as a contact person for your company. Paid annually).

Consultancy Fee:
1,800€ (Applicable for a single founder. Includes project preparation, presentation, translation, notary fees, complete documentation and consultancy for the whole process).

What are the Application Requirements?

There are no requirements to apply, but in order for your application to be successful, you must be able to provide proof of income for the duration of your stay in Estonia. Documents proving income are required at the application stage. (Bank document, lease contract, pay slip, etc.)

How long does it take to apply for the Estonia Startup Visa?

You can receive your residence permit cards within an average of 5 months and obtain a live/work permit in Estonia and a free movement permit throughout Europe.

Are Residence and Work Permits issued for sure?

It is very important to manage the application process correctly and completely. However, granting a residence or work permit is entirely at the discretion of the Republic of Estonia. Can I work in other EU countries with a Residence and Work Permit Card?

You can travel to all EU countries with the residence and work permit card you receive from Estonia. You cannot work in other EU countries other than Estonia.

Can I work in another job while I have a company?

Yes, you can work in another company with insurance.

Can my spouse and child benefit from a residence and work permit?

Your spouse and children under the age of 18 are also entitled to receive a residence and work permit along with you.

Does Estonia Accept Dual Citizenship?

No, you will not need to renounce your own Citizenship. If you have a Permanent Residence Permit and decide to become an Estonian citizen at the end of the seventh year, you will need to renounce your own Citizenship. If this situation does not suit you, you can choose not to become an Estonian Citizen and continue to live in Estonia with your permanent residence permit. The only difference from an Estonian citizen is that you will not have the right to vote.

What rights do I have in Estonia with a Temporary Residence Permit?

During the duration of the temporary residence permit you have almost all the rights of an Estonian Citizen. You can take out a loan, buy immovable property (house, land, field) or a vehicle, open a bank account or rent a house.

Can I reapply for the Startup Visa?

Yes. In case of rejection for any reason, it is possible to reapply with a revision. The negative assessment of the application by the Committee may be based on a number of reasons.

Education level of the applicant,
Poor relevance of the applicant’s CV to the project idea and business plan,
The applicant does not have a clean record,
The applicant’s account activity and financial means were found to be insufficient,
Periodic effects of inter-country relations,
The annual migrant quota is filled,

Is There a Refund?

Within 14 days, you have the right to withdraw, but no refund is made after official applications and government fee payments are made on your behalf.
